The correspondence discusses proposals for the establishment of social courts in Poland, suggesting that ordinary citizens be given responsibilities which hitherto had been borne by the state; and the establishment of "workers' courts" in Lower Silesia, which have been set up in large factories as an experiment. Further commentary offers details of the election of staff and the extent of their jurisdiction, believed to involve minor economic offences, personal disputes between members of factory staff, outside complaints against staff, and immoral or scandalous conduct. The file also discusses the creation of a Youth Service movement, whose duties appear to be confined to helping regular police with traffic control and the supervision of pedestrian crossings.
