The file includes a discussion of an Italian proposal to settle claims on the Albanian gold outside of the International Court of Justice (I.C.J.); a report that the I.C.J. has declined to accept jurisdiction over the case on the grounds that the Albanian government was not included in the discussions; and a proposal to establish an ad-hoc tribunal to settle the case. The file also includes a discussion of the possibility of using the settlement on the claims to the gold as leverage during Allied-Italian negotiations over Trieste.
