Subjects covered in the file include Soviet thinking on the use of nuclear war as a foreign policy tool; the impact of the Twenty-Second Congress of the Soviet communist party on foreign policy; and analysis by Sir Frank Roberts, the British ambassador in Moscow, of Soviet policies towards disarmament, Berlin, and East-West negotiations. Other matters discussed include a speech by the Soviet ambassador in London about Soviet foreign policy; and an article in Pravda criticising Anglo-American policy towards settling international disputes. Documents in the file include a Foreign Office submission entitled "The Present Position of Soviet Policy"; minutes discussing a Soviet press article on workers' movements in Africa; and telegrams from Roberts reporting speeches given by Nikita Khrushchev, the Soviet premier, in which he had discussed the American first strike policy, Yugoslavia, Turkey, and the reasons for his visit to Bulgaria, where he had given the speeches.
