The documents discuss a visit to Bulgaria by two British trade union officials; and meetings between these officials and members of the Central Committee of the Bulgarian Trade Union of Heavy Industry and Electrification Workers. The documents also cover a speech given at the eighth congress of the Bulgarian Communist Party by Todor Zhivkov, the Bulgarian leader, claiming that in recent years the capitalist world has "been further shaken by violent economic and political struggles of the working people", and that the number of strikes in the West has increased significantly in recent years due to "the general crisis of capitalism". Other documents discuss a second speech given at this conference by Mikhail Suslov, a member of the Central Committee of the Communist Party of the Soviet Union, commenting on labour relations in the West.
