The documents discuss a declaration from the Berlin Senate stating that West German Federal Law applies to West Berlin; and the British belief that "the legal arguments on which the circular is based are incorrect", as the West German Federal Constitutional Court has no jurisdiction in Berlin, and the article within the West German constitution declaring Berlin to be "a land of the Federal Republic" has never officially come into force. The documents also cover the Western Allies' collective view that they should discuss this declaration with the Berlin Senate, as it directly contradicts the role of the Allied Kommandatura.
