SUBJECT:	Additional Guidance for the Recipients of Fiscal Year 2003 State Homeland Security Grant Program (SHSGP) - Part I and II Grants

The following guidance supplements information provided in the Fiscal Year 2003 State Homeland Security Grant Program (SHSGP) - Part I and II application kits:

SHSGP funding allocations for first responder preparedness may be used to acquire early alert systems. These systems are defined to include some or all of the following: hazard prediction and assessment capability software; threat modeling; nationwide databases of first responder assets, civil authorities, and communications means; and citizen warning capabilities.
